European Union issues new rules for mobile browsing, requires roaming data cap

According to the Associated Press, a German traveler had a €46,000 bill after streaming a television program while roaming in France. Under the new rules, that traveler will be alerted as fees rack up, so that these exorbitant bills can be eliminated.
